Pavement Toolkit

The iROADS® Pavement Toolkit is used to apply good pavement management and asset management practices to the maintenance and planning of carriageway and footway networks and for other infrastructure assets.

The Pavement Toolkit is a powerful tool which applies good pavement and asset management practices to the maintenance management and planning of networks and is designed for the development of single year work programmes. Using the Pavement Toolkit in combination with the Lifecycle Toolkit adds powerful lifecycle-planning, whole life costing and multiple forward programming and planning tools.

The key features of the Pavement Toolkit are:

  • Integrated data from a range of sources, including machine and visual surveys, inventory, construction and traffic data
  • Single year works programme
  • Value management
  • Value engineering
  • Condition projection and deterioration modelling at section, road and network level
  • Network condition performance modelling
  • Calculation of standard (e.g. RCI) and user-defined condition indicators
  • Identification of condition and maintenance “hotspots” for maintenance
  • Calculation of Gross and Depreciated Replacement cost (Asset Valuation) for Whole of Government Accounts purposes

The benefits of using the Pavement toolkit include:

  • Uses date commonly available
  • Prioritises deficient sites
  • Maximises impact of constrained budgets
  • Efficiencies in personnel time
  • Substantiates decisions for works
  • Provides and auditable record of works

Hotspot Analysis

The iROADS Pavement Toolkit enables engineers and asset managers to identify “hot spots” to be used for reporting and serviceability and in building up programmes of work for their roads and footways that represent best value for money. Potential scheme locations can be identified using sophisticated data homogenisation and merging tools, on the basis of condition and section characteristics, as well as locally defined parameters and surveys. The Pavement Toolkit incorporates Value Management tools allowing potential schemes and programmes of work to be prioritised on the basis of softer, policy-driven factors. The software provides for the definition and reporting of service levels, and supports custom solutions based on client or third party models, for example to support investment need assessment and performance models or highways PFI contracts.

The Pavement Toolkit is extensively configurable, allowing each user’s specific survey and, treatment regimes, lifecycle plans, service levels and local priority factors to be modelled. All iROADS software is available either as locally installed desktop, server software, or can be provided as a “software as a service” hosted solution.

Value Management

Value Management and Engineering are well-established processes for assessing potential investments to determine and maximise value for money whilst balancing the desired serviceability improvements with available resources. A sound Value Management process, when applied to highways investments is a powerful tool in enabling a highways authority to achieve the desired levels of service set out in its Highways Asset Management Plan (HAMP).

The Value Management process allows numerous individual attributes (‘hard engineering’ and ‘soft factors’) to be applied to a highway schemes or programme that have been identified in the “first cut” scheme generation process within the Pavement Toolkit or Lifecycle Toolkits. These user-defined attributes are entered and then processed alongside condition data to provide a transparent economic prioritisation of all schemes. Value Management inspections of selected user-defined attributes can be inspected using the iROADS map based site data collection software.
